Continue to ensure backwards compatibility with ISO 19115:2003

4. Comments/justifications for changes:
Government of Canada was an early adopter of the North American Profile of ISO 19115 :2003. This profile was developed by Canada and the US through a collaborative partnership between Natural Resources Canada/GeoConnections and USGS/FGDC. Government of Canada central agency Treasury Board issued a Standard on Geospatial Data in 2009 that mandated the creation of  NAP metadata for all datasets shared outside the departments. Until such time as the NAP is updated to ISO 19115-1 or the Treasury Board Standard on Geospatial Data is rescinded, continued backward compatibility with ISO 19115:2003 and all profiles of same is very important to protect our large investment in this standard.


1.       Requirement:

Press for the update of North American Profile ISO 19115:2003; alternatively, press for a widely applicable new profile that can direct use of the standard to enable geo-web objectives like linked data and direct transaction.

4.       Comments/justification for changes: The NAP has been broadly implemented in the Canadian public sector but not in the US. Timing is perfect to update NAP to take advantage of updated base ISO standard and address known issues and gaps in the base standard in a profile suited to the North American community. Or, replace with a public sector profile that can work globally for public sector agencies on all continents!


5.       Requirement:

Advance cross-community interoperability through advocating for broader implementation of ISO 19115-1 into non-geospatial communities, especially national open data initiatives.

7.       Criticality:

Major

8.       Comments/justification for changes: Need one standard to serve as robust and thorough option for all web-based data. Would create much efficacy to have one broadly implemented standard with capability to document a wide range of objects - ISO 19115-1 is set up to do this via ResourceScope - very broad potential application. Not just for geo anymore!


9.       Requirement:

Updated profile for Earth Observation metadata profile based on updated ISO 19115-1 and other ISO standards, or more inclusive general profile that serves specific requirements for LiDAR and other EO data products. One standard for all web -based data.

12.   Comments/justification for changes:

The base ISO standard still does not sufficiently describe or serve the needs of the EO community for metadata and still requires an updated EO metadata profile OR a general use profile that includes options of interest to the EO data community that does not require a separate profile or use of multiple standard i.e. the EO-related requirements can be invoked when needed or left alone.

Increased support in metadata standard for identification of language or other cultural information.

16.   Comments/justification for changes: Associated online resources such as applications, web services, supporting documents, etc. often are produced in more than one language, but there is currently no way to identify the language of an onlineResource.
