Part A to be completed once. Iterate Part B as needed.

PART A

1. Evaluator: Bruce Simons, CSIRO

2. Submission: OGC Observations and Measurements - JSON implementation (15-100r1)

PART B

1. Requirement: [General, #]

The "samplingStrategy" property created as part of the OM-JSON implementation should be added to the OGC Abstract Specification Topic 20 - OGC Observations and Measurements v2.0 OGC Document 10-004r1 to ensure the two are consistent.

2. Implementation Specification Section number: [General, #]

Section 7.9 Table 13 has the property "samplingStrategy", which is inconsistent with OGC Abstract Specification Topic 20 - OGC Observations and Measurements v2.0 OGC Document 10-004r1.
The authors have recognised this, with:
"The other variation from the O&M conceptual model is the explicit samplingStrategy
property. In O&M a sampling-feature is allowed as the value of the feature-of-interest
property, with the ultimate feature of interest found through its 'sampled-feature'
property. This approach was found to confuse some of the community. In this
implementation, the feature-of-interest refers to the ultimate feature of interest which has
a type that may carry the observed property, while the sampling-strategy may refer to the
proximate sampling feature."

3. Criticality: [Major, Minor, Editorial, etc.]
Major

4. Comments/justifications for changes: [Comments]
As proposed, the OM-JSON implementation is inconsistent with the parent abstract specification. To remove this inconsistency, the abstract specification will need to be updated.
