canonical location of the all 3.3 schema documents can not be reached, accessed, so all the schema documents can’t be found and downloaded

There are so many namespaces.
Can be only one XML namespace for 3.3 schema documents? For example:

“Compact Encodings” will obscure the logical mapping structure: “Concept model (UML) UML-to-GML encoding rules  GML (xsd)  GML instance.”
After all, besides the new schemas, users also have to understand usual schemas to import the instances.
KML may be functionally enough for data compaction and portrayal.
In addition, if simplification is necessary, how about other schemas, such as temporal schema?
