URNs are defined in individual specs, so you should look first in the SensorML document.
However, from 2010 on, OGC policy is to use http URIs in preference to URN.
In support of this, it is a requirement that document editors submit a list of URIs defined in their specification to the OGC Naming Authority for review, which also leads to the OGC web servers being updated to make the URIs resolve to a suitable representation(s) of the definition.

sensorML like :

urn:ogc:def:property:OGC:manufacturer,
urn:ogc:def:property:OGC:application,...
Are this URN normative ?
