OGC URN definition are defined here: http://www.opengeospatial.org/ogcUrnPolicy
The OGCNA is only just being formed, however, so not all the pieces are in place yet.
Concerning specific practices for SensorML, I hope Mike or Alex will respond.

Subject: [SensorML] System interfaces & URN definitions
Dear all
I'm a newbie on SensorML, so I have some basic questions about the OGC's URNs definitions
used for the system interface definitions (under urn:ogc:def:property).
I couldn't find a document about or repository of these definitions, and because of that I don't know how to describe some
interfaces that I couldn't find in examples. Particularly, I want to describe a sensor with a 2-wire serial interface.
I'd be grateful if you could enlighten the use of the URNs and the system interfaces for me.
