4. Comments/justifications for changes:
Requirement 3 appears to be a subset of Requirement 4 (which also
includes the need for a variable to have values), and therefore
Requirement 3 seems to be unnecessary.

4. Comments/justifications for changes:
The main part of Requirement 13 appears to be impossible not to meet
("...zero, one, or multiple values") and the subsidiary part ("(one
dimensional)") is covered explicitly be Requirement 14, and therefore
Requirement 13 seems unnecessary.

2. Implementation Specification Section numbers: A.1.3


3. Criticality: Minor


4. Comments/justifications for changes:
As per section 6.4, Conformance Test Requirement 3 appears to be a
subset of Conformance Test Requirement 4 (which also includes the need
for a variable to have values), and therefore Conformance Test
Requirement 3 seems to be unnecessary.
