Commentaar: Namespace is not correct 
"http://www.w3.org/2001/12/soap-envelope <http://mail.geonovum.nl/exchweb/bin/redir.asp?URL=http://www.w3.org/2001/12/soap-envelope> ", this is an draft version of the SOAP 1.2 namespace. SOAP 1.2 namespace is
http://www.w3.org/2003/05/soap-envelope <http://mail.geonovum.nl/exchweb/bin/redir.asp?URL=http://www.w3.org/2003/05/soap-envelope>  . In the whole document it is not clear which SOAP version has to be used. Except on page 50 "Exceptions in SOAP encoding" and that's only the response. In this example the right soap 1.2
namespace is used "http://www.w3.org/2003/05/soap-envelope <http://mail.geonovum.nl/exchweb/bin/redir.asp?URL=http://www.w3.org/2003/05/soap-envelope> ".

Comment 2:
page 93 Concrete WMTS WSDL document
"The <soap:operation> element shall be used according to the WSDL 1.1
and WS-I Basic Profile 1.2 specifications. "

The requirement that WS-I BP1.2 has to be used is not correct, this WS-I profile is for SOAP 1.1 massages and used namespaces are on the basis of soap 1.2. Things are mixed.
 
- A clear choice has to be made between SOAP 1.1 en SOAP 1.2.
- Make a profile on an appropiate WS-I Basic profile (The WS-I for SOAP 1.2 is still not final (http://www.ws-i.org/Profiles/BasicProfile-2_0(WGD).html <http://mail.geonovum.nl/exchweb/bin/redir.asp?URL=http://www.ws-i.org/Profiles/BasicProfile-2_0(WGD).html> )).
