[Geopackage] Call for Public Review of NSG GeoPackage Implementation Profile Draft

First, I need to get the status of the NGA.SIG.0014_1.0_PROJRAS:  "Map Projections for Tiled Raster Graphics" document, of which the Implementation Profile has a dependency.  I was sent out for comment 24 Feb 15.
