[Geopackage] Call for Public Review of NSG GeoPackage Implementation Profile Draft

     The latest profile draft is attached FYI.  I'm retiring and Jeff 
Yutzler has taken over as GPKG SWG Chair.  Roy Rathbun will be managing 
the NGA profile approval process.
