[Geopackage] ArcGIS produced geopackage files?

Thanks for the test file Shaun. I had one of our engineers try it out 
with our software. Works like a charm. This wasn't comprehensive testing 
either of course; opened it in our viewer, data decoded and displayed 
correctly, all attributes are present.
