[CITE-Forum] WFS 2.0 cite tests skipping all tests

Hi,
I'm trying to make a first run of the WFS 2.0 cite tests, locally, off a
freshly
built teamengine (tip of the current master branch, with the OGC profile
that
includes all the deps needed to run cite tests, version 15.06.04)
and WFS 2.0 r 1.19

As far as I can see, all tests are getting skipped, which is making me
suspicious...
the first error I see is a failure to initialize the Geotoolkit EPSG
database:

to legit issues in GeoServer WFS 2.0 implementation, such as:

That said, the final report just says everything PASSED, but also that all
tests were skipped (89 of them).

So, I'm trying to understand what I am looking at... is the EPSG db
initialization error "normal"
and I should concentrate on the namespace issues, or is that the one
causing all tests
to be skipped?
