[CITE-Forum] WCS 1.0 tests internet dependent

Hi,
I'm running the latest WCS 1.0 tests from github and noticed something
"new", they were just flying by very quickly, now
it seems the tests are pulling schemas from the internet and as a result
they are pretty slow.

I run a jstack against the tomcat running teamengine and found this:

I cannot be sure this is something that happened in the WCS tests, but does
