[CITE-Forum] SRS=NoSRSForLayer in WMS testing URL

I am running Test Suite: WMS 1.1.1 Conformance Test Suite at  http://cite.opengeospatial.org/teamengine.

Our WMS implementation currently fails three tests.  In particular, the test (below) fails.  Note that the SRS=NoSRSForLayer in the URL generated by the test.  However, the SRS is defined for this layer.  This is the parent layer and that portion of our GetCapabilities response is:
	<Layer queryable="1" opaque="0" cascaded="0">
		<Name>ConformanceTestLayers</Name>
		<Title>ConformanceTestLayers</Title>
		<Abstract>ConformanceTestLayers</Abstract>
		<SRS>EPSG:4326</SRS>
		<LatLonBoundingBox minx="-2.000000000000" miny="-1.000000000000" maxx="2.000000000000" maxy="6.000000000000"/>
		<Layer queryable="1" opaque="0" cascaded="0">
			<Name>cite:BasicPolygons</Name>
                           ...

Our WMS response is to return the invalid SRS exception.  

Why does the OGC test generate this SRS=NoSRSForLayer as a parameter?  Is this a bug in the test or a problem with our GetCapabilities XML response?
