The referenced CRSes define a different axis order:  EPSG 4326 has the standard lat, lon order, whereas CRS 84 has lon, lat.
See, in the standard.

So 'x' (first axis) denotes latitude in EPSG 4326, but longitude in CRS 84; these must agree with the extent defined by the applicable wms:EX_GeographicBoundingBox element.

BTW, you can also use the standard URI references (either form is acceptable).

The capabilities document is not schema valid, but that isn't causing these failures. The element wms:Service/wms:Name must have the value 'WMS'. Also, instead of duplicating wms:EX_GeographicBoundingBox in every layer it can be inherited from the root layer.

Thank you very much for the help. I passed this test. I have another question for WMS 1.3.0 test s0011/d778e364_1/d3522e35_1. It report failure due to bounding box not match, but I checked the bounding box looks good.
WMS get capabilities request is
It returns like this:
<Layer queryable="1" cascaded="0" noSubsets="0" opaque="0">
<BoundingBox CRS="EPSG:4326" minx="-0.002" miny="-0.003" maxx="0.003" maxy="0.002"/>
<BoundingBox CRS="CRS:84" minx="-0.002" miny="-0.003" maxx="0.003" maxy="0.002"/>

However the test reports:
Message d3522e1905_1:
   [FAILURE] @minx != southBoundLatitude in BoundingBox[1].
            Expected value: -0.002

Message d3522e1917_1:
   [FAILURE] @miny != westBoundLongitude in BoundingBox[1].
            Expected value: -0.003

Complete test log is attached.

Would you please let me know what's the problem in my WMS service, what's the expected value? Thanks!

This DTD includes all Extent attributes documented in clause C.3 (some were missing in A.1).

I am running test for WMS 1.1.1, GetCapabilities link<>

It fails for one case s0008/d1e1033_1 due to DTD link. My original link is below:

But it reports "*** does not match the dtd expected from the specification".

However http://www.digitalearth.gov/wmt/xml/capabilities_1_1_1.dtd is not accessible.

I even copy A.1 DTD into a file and host in my server however the test case still says it does not match the dtd expected.

Would you please check the test case, or is there a valid public dtd link?
