[CITE-Forum] url-encoding spaces in WCS 1.0.0 tests.

Some of our coverages have spaces in the names, which I *think* is
allowed, but the cite teamengine tests for WCS 1.0.0 don't seem to
url-encode the names when they send them as GET parameters, so they
don't make it to the server intact.

Incidentally the tests do url-encode some characters that aren't
necessary to encode afaik ( e.g. colons ).
