[CITE-Forum] Changes in WMS 1.1 dtd

Hi,
looking at the WMS 1.1 tests I've noticed this recent change:

With comment:
Configure GMLValidatingParser with DTD at
http://schemas.opengis.net/wms/1.1.1/capabilities_1_1_1.dtd (includes all
Extent attributes are documented in C.3).

The way the change is setup means that a server that was passing the test
before (because it
was using WMS_MS_Capabilities.dtd) won't be able to pass the test anymore,
because the
content of the two files is not the same.

When is this version of the tests going to become "official"? Are server
implementors
supposed to make the location configurable, in order to pass tests of both
versions (current and future?)
