[CITE-Forum] output format of wfs:DescribeFeatureType operation

In DescribeFeatureType the test is
not(starts-with(...))
while in GetFeature the test is
not(...)

I think the test mantainer could fix it in the tests on
http://cite.opengeospatial.org/te2/


I am sorry for the mistake with UTF-8, I have understand that you have also
some problems with the encoding charset.
My fault, sorry again.
