[AIP_Plenary] Telecon Time Change - 1500 UTC

A decision made in today's telecon was to change the start time to 1500 UTC, i.e., one hour later.

The next telecon will be Tuesday, 31 January 2012 :  1500 UTC - NOTE NEW TIME
