[AIP_Plenary] CFP Response Template

A template for responding to the GEOSS AIP-2 CFP is now available.

The template was created based on  a request from an organization  
preparing a response.
Use of the template is encouraged but not required.   Having similar  
format for the response will make reading multiple responses easier.
